Extend free trams to Carlton

The Free Tram Zone is currently restricted to CBD and Carlton sits just outside of it, which covers the CBD and Docklands.

To attract more visitors to historical eateries of Carlton and to be fair, given Carlton is also a part of the City of Melbourne precinct, I hereby propose that during weekends and Melbourne University holidays that the Free Tram Zone be extended to all Melbourne University tram stops and/or the next one thereafter on Elgin St, Carlton.
